Well I had a Security Guard body and hat with tons of spare heads so I just stuck the Tarkin head on there. I needed to chop the tops of his head off. I then superglued the Naboo hat on. The head was a little too big so I smoothed that out using some A/B Epoxy Putty. I decided Luke needed a goatee to conceal his true identity.
